TITLE I
Objetives

 

1st Article - THE BRAZILIAN POLITICAL SCIENCE ASSOCIATION, non-profitable civil society in national level, designated henceforward as ABCP, was created in September 20th, 1986, with offices at Rua da Matriz, 82 - CEP 22260-100 - Botafogo - Rio de Janeiro, RJ, aiming for the interchange of ideas, the debate of problems, the maintenance of a high pattern of professional ethics, as well as the defense of common interests in the Political Science field. 

First Paragraph
– The ABCP shall promote periodical meetings with its members, publicize material of scientific and professional interests, stimulate and realize studies and research, and propose and take measures for the perfection of education, research, as well as of the professional exercise in the Political Science field.

Second Paragraph
– The ABCP shall not promote neither participate in activities of political-partisan or religious character.

TITLE II
Associates

 

2nd Article -The ABCP is composed by effective associates, student-associates, and emeritus associates.

First Paragraph
– It shall be considered effective associates: a) those who hold a M.A. or a Ph.D. degree(s), or an equivalent or higher degree in Political Science by request of the Board of Directors; b) those who, independently of the field in which they hold a degree, have produced relevant work in Political Science, by a justified proposal presented by three effective associates, and appreciated by the Board of Directors with recourse to the General Assembly.

Second Paragraph – It shall be considered student-associates, students who are regularly attending graduation courses strictu senso in Political Science.

Third Paragraph – It shall be considered emeritus associates those who have contributed significantly to the field, by justified proposal presented by three effective associates, appreciated by the Board of Directors, and approved by the General Assembly.


4th Article - Associates ought to:   
(a) Contribute punctually with the payments due to ABCP.
(b) Zeal for the social estate.
(c) Comply and make others comply with this instrument, as well as with the decisions of the Board of Directors, and the General Assembly’s.

Only Paragraph –
Associates do not respond in a subsidiary way to obligations assumed by ABCP. 

5th Article - The ABCP organs are: the Board of Directors, the Fiscal Counsel, and the General Assembly. 

6th Article - The General Assembly is the ABCP maximum deliberative organ, being sovereign in its decisions, according to the dispositions of this instrument, and it is comprised of effective associates entitled to exercise his/her full rights.

First Paragraph – It is due to the General Assembly to design the principles and politics which will orient the ABCP activities; to pronounce about the admission of emeritus members; to elect members for the Board of Directors, as well as for the Fiscal Counsel; approve the Board of Directors’ programming and bills; fulfill the internal positions available in the Board of Directors, as well as in the Fiscal Counsel; modify Articles of Association; deliberate over omitting cases.

Second Paragraph –
The General Assembly shall be installed with half of the effective associates entitled to exercise his/her full rights in first convocation, or with any number in second convocation, and it shall deliberate for the majority of the effective associates who are present.

Third Paragraph – The General Assembly shall gather ordinarily by the occasion of the Meetings, convoked by the President, and extraordinarily, every time it is convoked by the President, by the Board of Directors, or by one third of the effective associates.

7th Article - The Board of Directors is comprised of a President, an Executive Secretary, an Associate Secretary, and five Directors elected every two years by the General Assembly, and re-elected just for once, consecutively.

First Paragraph – It is due to the Board of Directors to execute and make [ others ] execute the General Assembly’s decisions, program, supervise, and administrate all the ABCP activities and services, being entitled to create and extinguish special commissions.  

Second Paragraph –
It is due to the President to prepare the agenda, to preside the Board of Directors’ and the General Assembly’s meetings, as well as to represent the ABCP inside and / or outside the court, to assume obligations and sign covenants, being able to sub-establish these powers. In case of impediment, the President shall be substituted by the Executive Secretary or, in case of the Executive’s Secretary’s impediment, by one of the Board of Directors’ associates to be indicated by the President.

Third Paragraph –
It is due to the Executive Secretary to take care of the ABPC expedient, and substitute the President in his/her impediments.  

Forth Paragraph –
It is due to the Associate Secretary to assist the Executive Secretary in his/her statuary attributions.  

Fifth Paragraph – It is due to the Directors to collaborate with the President and the Executive Secretary in the execution of the assignments, which are attributed to him/her.

8th Article -The Fiscal Counsel is comprised of three effective associates elected jointly with the Board of Directors by the General Assembly, and re-eligible only once, consecutively.  

Only Paragraph –
It is due to the Fiscal Counsel to verify the Board of Directors’ accounts, and direct them to the General Assembly with advice for appreciation.

TITLE III
Patrimony

10th Article - The ABCP estate shall be formed by the associates’ contributions, by donations, legacies, subventions, as well as by obtained revenues.  

TITLE IV
ABCP Extinction

11th Article - The ABCP will last for non-limited time. It may be extinguished at any time by deliberation of the absolute majority of the effective associates entitled to exercise his/her full rights who are present at the General Assembly, specially convoked by this end, through notice sent to each associate with two months beforehand. 
 
Only Paragraph – In case of dissolution, the Assembly shall give, by the vote of the absolute majority of the associates, to the social estate and the reserve fund, the appropriate destiny, always in benefit of another entity with the same ends, to be  registered in the CNAS, National Counsel of Social Assistance.

TITLE V
General Dispositions

12th Article - The ABCP shall hold offices and forum in the city where its executive secretary shall be installed. 

13th Article - The financial exercise shall coincide with the civil year.

14th Article - The ABCP associates shall not be salaried in no way by the exercise of any positions or statuary or existing functions in the society’s structure.

15th Article - ABCP shall apply its whole revenues, resources, and eventual operational results in the maintenance and development of the institutional objectives in the national territory.
